Vice Chancellor, University of New Brunswick (Nova
Scotia)
Dr. Elizabeth Parr-Johnston heads Parr Johnston
Economic and Policy Consultants and served as
President and Vice-Chancellor of the University
of New Brunswick (1996-2002) and of Mount Saint
Vincent University (1991-1996).
A recognized economist, she was a senior policy
analyst and director of government affairs for
Inco Ltd and held numerous senior ranked positions
during 10 years with Shell Canada Ltd, including
manager of products strategic Systems for oil
products marketing. Among the high-level positions
Dr. Parr-Johnston has held with the federal government
are chief of staff and senior policy adviser to
the minister of employment and immigration, director
of economic development analysis for the department
of Regional and Economic Expansion (DREE), and
senior analyst with Statistics Canada.
A Woodrow Wilson Fellow, Dr. Parr-Johnston earned
a bachelor or arts degree with honours from Wellesley
College where she was elected to Phi Beta Kappa.
She obtained a master's degree and doctorate in
economics from Yale University. She has research expertise in economic
and public policy and speaks and writes on higher
education in Canada, public policy and general
management issues. She served as a member of the Federal Government's Expert Panel on Equalization and Territorial Finance.
Dr. Parr-Johnston sits on the Sustainable Development Technology Canada Foundation and is the past chair of the Association
of Atlantic Universities and of the Council of
Nova Scotia University Presidents, a past member
of the Social Sciences and Humanities Research
Council, and is a director of the Bank of Nova
Scotia and Emera Limited. She
is also a director of the Social Research and
Demonstration Corporation, the Canadian Millennium
Scholarship Foundation and Future Generations Canada. She serves as a member of the CFO of the Year Prize. She has served as a director
of Fishery Products Limited, Empire Company Limited,
the Investment Dealer's Association, North/South
Institute, BioAtlantech, Celanese Internationalist
Fellowships, the Ontario Centre for Micro-Electronics, the Canadian Unity Council and the Ontario Economic Council.
Dr. Parr-Johnston has been active in many community
and professional associations including Symphony Nova Scotia, Future Generations International and currently the National Theatre School. In the past,
she also served on the boards of Calgary's Learning
Centre for learning disabilities, Dellcrest Home
for emotionally disturbed children, the Ontario
John Howard Society and Calgary in the 21st Century's Infoport
Task Force. She is a member of the Order of Canada and a recipient of the Canadian
125th Anniversary Medal and the Queen's
Golden Jubilee Medal and received an honourary
D. Litt. from the University of New Brunswick
in 2004.
She and her husband, Archie Johnston, reside
in Chester Basin, Nova Scotia.
